Any comments on this interpretation of how a restart should be refereed?

horizontally beyond arms reach in which to take the throw"

Illegal Jostling occurs...
When a player is stationary or attempting to maintain a stationary position and their body is moved by more than half a metre during sustained contact from an opponent’s kayak.
