The Jews had every reason to think the Holocaust would not happen. Prior to it, it had never happened before. This is the same benefit of doubt that I give to the government (remember Pearl Harbor?). Anyway, the fact that reactions or actions will change more than expected is not being inept.

As you know profiles and government intervention have become influenced by statistics. In compiling and evaluating this information new actions often are never entered into thought. This is what happened here, nothing more.

Should we learn from it, yes. Statistics are great, but we need some form of getting beyond the past actions. Remember things often seem crazy afterward too. The largest Jewish population in Germany after the war was in Berlin itself. Sometimes everything can be misleading.
