you have to dance at a qualifying event even though by having the medal you are already qualified, you just have to dance. So if you are not in your country at the time of the qualifying event, it seems you can get permission to dance at one where ever you are. As you are already qualified, you do not take a qualifying place from the section you dance in, you are skipped over, so no-one missed out on qualifying for worlds by her being there.
