Sounds like you have a boat easily sorted.

Talking to the surveyor when he was doing my current boat he said that even free water in the boat would put up the reading. There was a little, near the heads.

Allan Vaitses makes the point that gelcoat is the best water protection layer; although epoxy is much less permeable it is also likely to be much thinner.

Note, epoxy "less permeable, not impermeable"
