Brian, On OPTICA I had a bolt that was through what you describe as a rusting box.and this is what the lifting cable attached to, not the keel bolts themselves. That is why when I tried to move my keel, the box came of and the keel stayed in place.I replaced the box and used the same position for the through bolt.
on the subject of locking bolts. I believe that the bolt does not lock the keel in place as such. rather a safety mechanism so that if you broach real hard and lay her flat, the keel will not try and exit through the coach roof. there for I have a hole in the keel box top that the bolt goes through to prevent movement in the uncontrolled upwards direction. I put a neopreane washer(Old wet suit) and when done up finger tight, no water gets through.
It sounds like that you have diferent position to "hang" the keel so the weight is not on the cable. I have a hole right through the keel box and I can put a s/s bar through if required.
