 I had a Mariner 8HP (that is a rebadged Suzuki) that had the same problem. Over time the waterways salt up so in the end all you get through is steam. I had the head plate off and cleared the channels but found that there was another blockage elsewhere.

It's a pain to fix and the message has to be to flush out your outboard after each trip and especially at the end of each season.
