Buffy is a saint to Riley. She forgives every abuse and there are many. Riley decides she's not letting him be the man at a time that is just totally unjustifiable. Buffy's mom is dying. Get with the program Riley.

Riley had the option of turning down the military as a gesture to Buffy that he wanted to work on their relationship, that it was more important to him. He did not do that. He wasn't willing to risk that, which, incidentally, makes Xander's statement to Buffy untrue.
