It would have been better if all these things weren't happening at the same time, but they were. Joyce was ill (but had been through the surgery successfully if I recall the time line correctly). Riley had had surgery to restore his metabolism and was getting used to being a mere mortal again. Buffy is finding herself in the first relationship in which she has the emotional upper hand and she becomes nonchalant as a result.

In order to show willing in terms of their relationship Riley would have had to abandon everything except his fifth wheel position in the SG and what he asked in return was that Buffy tell him that she wanted him to stay. She didn't.
