You are saying that since he went into a building where a function was happening, that he accepted "property from" Lawrenceburg "for the performance of duties not related to the operation of the entity".

Wouldn't this be like the officer that sits at his kids sports games while working? Wouldn't this be the same as an officer running into the store to purchase personal items while working?

Did Doug Taylor refuse any calls for the city police while at the meeting? Did Doug Taylor delay any calls? Did Doug Taylor neglect his duty in any way?

To me this compares to him going to sit at McDonalds for a couple hours while nothing was happening. It seems that a lot of police officers do that.....
