 A person employed by a governmental entity who knowingly or intentionally accepts property from the entity for the performance of duties not related to the operation of the entity commits ghost employment, a Class D felony.

It is not an "art" whatsoever to enforce this law it is very plainly written and objective. Lobby for the law to be changed if you don't like it but to say that it should become a subjective matter of enforcement is simply corrupt. I don't know Doug Taylor and he may be a fine man but he did in fact break the law and freely admitted he did so.
