The child in blackface you have identified as Tommy Bond in SPANKY (1932) looks to me like the Unidentified cast member in READIN' AND WRITIN' (1932) you have identified as Bobbie, who is the kid that exclaims to Miss Crabtree "I don't think you can do it!" Bobbie's hairdo is quite similar to Tommy Bond's Buster Brown cut, but when I look at the eyes of the child in blackface, I see Bobbie, not Tommy Bond.

According to "The Lucky Corner" website notes for SPANKY, Tommy Bond remembered being five-and-a-half when he moved to California and didn't enter into his long-term contract until late in 1932.

As for the boy who comes on the stage to tell the audience there's a baby throwing money out a window, who they presume Maltin & Bann went by in identifying Tommy Bond in SPANKY, it's obvious to me he is somebody else altogether, and in my opinion, looks nothing like Tommy Bond.
