Subject: spray water on rioters

Do any former Sp/SF civilian LEOs know why water hoses are not being used to wet down rioters that will not disperse? I'm not talking about high pressure nozzles or "water cannons", I just wondered why water hoses can't be used to get a rebellious crowd good and wet so they get good and cold and go home.
