I did riot control at the Travis AFB Riots June 71. Water cannons and high pressure hoses would certainly injure people. However they are an alternative to riot guns with double OO buckshot. The wetting rioters might calm them down but it would also cause CS gas to be ineffective. I did see a piece about AF experimenting with an electronic system that would cause skin to become heated and discomforting to anyone in front of it. I still have my riot baton helmet and face shield.
