Firstly I assume (hope) the boat is out of the water.

If the seacock is the blakes type with two bolts holding down the valve and handle, undo these. Be careful using the correct spanner size. get to the point where the clamping plate is loose.

Then get a butane/propane blowlamp, as used for plumbing, and heat up the whole assembly. Carefully. i.e. get it warm, but not hot. Use an oil can to soak with diesel fuel, or 3 in 1 oil. (diesel is very good at penetrating).Heat again.
You can heat to the point where the diesel oil starts to burn.
Tap the lever gently in the direction to open, It should crack open.

If it does not, do it again until it does, never using any more force. i.e. treat it like a wife, as in be gentle.

If this does not work soak with diesel/ 3 in 1 for a few days and try again.
