The specifics of letting Angel die imply that Wes did try to get the cure from the Watchers' Council but it was refused him and anything he said subsequently can be interpreted as putting forward the Councils' POV, towing the party line in fact rather than expressing his own opinion. I'm not saying that that incarnation of Wes would have fought the Sunnydale corner to his own detriment but we know that he did try to come through for them. The WC didn't want to see Angelus back on the scene ever, let's face it he had already tried to cause one apocalypse.

In the instance of Connor's abduction there was an attempt to show Wes's soul-searching and difficulty in choosing between Angel in particular and the FG generally and his own judgement. In the end he chooses the harder path for himself by alienating everone else in acting unilaterally and in a cold and rational manner. This is not Wes acting in his own best interests out of an instinct for self preservation, far from it; in making this decision Wes is giving up all he holds dear personally to preserve what he can of what the others value. If only he had interpreted the prophesies correctly his logical, and his emotional, decisions would have been impeccable, on the other hand as was usually the case with Wes his execution left much to be desired; he thought Holtz had a legitimate grievance and made the mistake of thinking him honourable rather than recognising that he was driven entirely by a desire for vengence on Angel/Angelus. Holtz would not be deterred by anything as trivial as the facts of Angel's status as a champion and would use any and all of his 'righteous' vampire killers murderously to achieve his purpose. 'Everyone' was trying to take Connor away and/or kill him, W&H were trying to manipulate Angel into making a snack out of him, the safeset place for Connor to be was elsewhere and in fact it's Angel's selfish desire not to be parted from him that results in the success of Holtz's revenge. Shame really. By necessity from Wes's standpoint it had to be his decision alone as he 'knew' (although Cordy could be a possibility as a sounding board IMO) only he would make that goddamnéd perfidious hard choice for the safety of Angel (or his soul anyway, we know Wes is not greatly impressed by Angelus), Connor and the rest of the worlds' population.
