A very good point put forward by you,and i hope that you will be able to resolve it.
On looking at the following site (and yes i know what you have said) i see there is this page that has possibly something that may be of interest to you,but not sure.

Dedicated to the identification & commemoration of those missing from the Commonwealth War Graves Commission's registers & the correction of erroneous service details.
The Commonwealth War Graves Commission is charged with the duty of commemorating any officers and men from Great Britain and her Empire who so courageously and selflessly laid down their lives in the service of their country. There are an estimated 45,000 of "The Fallen" missing from the Commission's registers and memorials throughout the world.

Here are just 2 examples of Men who died not in battle so maybe there is hope.

Z.X/525 LS (Shoemaker) John Thomas BALES RNVR

Discharged Invalided 21/2/16 for "Disease of Spine, Kyphosis".
Died 13/6/20 at H/A: 13 Row 34, Yarmouth, from (1) Tuberculosis Spine (2) Phthisis, age 35 ; a Naval Pensioner, informant: Sister, E. Bales, present at death, 13 Row 34, Yarmouth.

Clyde Z/487 AB Robert Whittaker Esplen RNVR

Late of the Howe Battalion, R.N. Division. Died at 13.05pm 8/1/17 in Grangemouth, from Chronic Interstitial Nephritis, after Discharge (Invalided 8/4/16 at RN Hosp. Haslar for Nephritis).
