Hindsight is always 20/20. We cannot judge anyone for what they did or did not do in light of what happened. This was a first. The intelligence reports were not.

How many things have been in reports that never happened? We can no more judge them for not seeing what would happen than we could accuse the Jews of not seeing the future Holocaust in 1938.

If they knew everything that would happen, but not the individuals that would do it, how would they have prevented it?

The real issue is that everyone feels we were caught with our pants down, and now want to blame others. Is there more we could have done? Of course. Everyone could have stayed home, or we could have closed the airports earlier. Which would not have happened. Blame big business for not wanting to curb profits, and making people afraid to close airports. Blame the public for not wanting to suffer through searches at the airport, or arrive earlier to go through security. Blame the Wright Brothers for starting it all. Where does the blame end? Where it should be. On those that perpetrated the acts, using everything we built in our country against us. Our desire to not be bothered by security, our haste, our buildings, our educational opportunities, our planes.

This conspiracy stuff, is just goofy.
