 I have to say i agree absolutely with everything Tim has said. Trying to set up rigid, enforcable rules is a crazy idea.
The only thing it will encourage is people finding loopholes so that they can dance down legitimately.
You can never force people to dance at a level based on past performance because partnerships change and do not work that way.
Forget trying to change anything, it ain't broke.
