As Chris mentions, all the BBC national radio programmes are available via Internet.
That's rather prohibitive if you only have a dial-up connection, or sit behind a firewall like the one at my work which blocks streaming feeds.
Also, I used to have problems with RealPlayer, and for that reason would not like to run it on any computer required for other more critical jobs. (That may no longer be the case so I may experiment again some time).

Personally, I'm surprised they even gave us back Radio 2.
The essential programme is Radio 4, for its UK news and current affairs, and English language drama, comedy etc.
The rest are mainly music which can often be substituted with a local offering in most countries (except for Radio 5 which used to be encrypted anyway, because of the restricted rights to some sports events).

Having said that, however, I do agree that there really is no need to restrict reception of the remaining programmes to the UK.
My personal preference (after R4) used to be 6Music, but Radio 7 material is also not readily available elsewhere.
