Red and Blue ensigns,no longer flown by the Royal Navy.The blue ensign became the flag of the Royal Naval reserve: and the red the Merchant Navy.A merchant ship may fly the Blue ensign provide her master is R N R.The red ensign is flown by all privately owned vessels.When registerd in Britain.No privately owned vessels may fly the Royal Naval ensign or any flags resembling that of the Royal Navy.Not sure just when the Red ensign became Merchant Navy,but is one of the oldest of British flags.Hope that helps you.Peter in the land of Ozz.
