Mine is the same! However survey (condition) report 3 months before I bought the boat indicated high moisture levels just forward and just aft of the keel box. There is no evidence of osmosis to outside of hull and since I found some water inside transducer area I assume that this is cause of high readings. As you say no way of easily getting at rear of plate case under floor. I dont know but assume (again!) that there may be trapped water there. As boat is ashore and every possible hole is open for ventilation and any initial clean up with sponge and bucket ahead of plate case has not shown any new water I assume that the area will be dry and moisture readings will drop. Different behind plate case. Is there a cross member stiffening the hull / supporting floor? If so this may be limit of bilge pump pick up. Could leave water ahead of the stiffener but as open forward will hopefully dry out. Ingress of water may be due to servicing of log by previous owner. If these hypothesese are not correct will try careful drilling thro floor 0.5 inch an use a soft hose and electric drill pump though like you I prefer not to drill holes.
