Because in the United States we have a system of justice, not vigilantism. Justice is meted by the state, not individuals. Who is Willow to be Judge and Jury? That is a power well beyond what she is allowed. And she should be subject to the same justice that she is denying Warren. Given the story we know, she would get the electric chair, even in California.
