I agree, the message was inconsistent. Yet in season six, Buffy still claimed that Spike was incapable of love since he had no soul. Although Dawn in Crush in season 5 equated soul with chip, the explicitly stated mythology of the Buffyverse was no soul = no good.
That vampires lacked a soul was certainly clear – whether all demons lacked souls was not ever explicitly stated as far as I can remember but I think the fact that Buffy never questioned the morality of killing first and asking questions never would indicate that demon = bad. As you noted, she never tried to kill Clem or any of the kitten poker group but I have a feeling that if she had met one of them in a dark alley, he would have been minus a head in short order. Don't know if Anya had a soul or not but I assume she did because Xander, who was one of the characters most guilty of soulism, would never have hooked up with a soulless being would he (well maybe the fact she was a bit of a hottie could have allowed him to overlook the whole soul thing)? She was originally human and there is no indication that the act of becoming a vengeance demon necessarily removed the soul. (Again, I marvel at a seemingly serious discussion of whether demons have souls etc – are we all nuts?)
