He WAS the central office, for all intents and purposes, while he was alive.

And, as Ketch mentioned, personalized instruction cannot be generalized to all of us who come after. Yoganandaji also taught a few disciples kechari mudra, but it was not part of his general kriya instruction. I assume there are specific reasons he taught those few...maybe they needed it.

I am sure during his lifetime, Yoganandaji gave permission for many to initiate. But it certainly did not imply that they should spread his message in ways which conflicted with the very organization he set up to carry his teaching forward into the future. Those ordained to initiate would never have set up competing organizations during his life, but after his passing some claim divine inspiration to do just that. Kriyananda was an SRF minister when he received permission from Yoganandaji to initiate. Do you believe Yoganandaji would have approved if Kriyananda then left SRF shortly thereafter and set up his own organization? I think not.

Well... there are two elements to initiation - the teaching of a method, and the transfer of spiritual power. Granted that the latter, the power of the Guru, always flows from the divine preceptor. However, the former, by tradition, requires authorization, which is what Yoganandaji gave Peggy in your example. So I think the issue still reduces to who is authorized to teach.
