 I will explain it if you like:
A proposal was put forward by Caroline and I suggesting that the number of entries into the offbeat should be capped at 6, with the top three from NUDC and SUDC qualifying. The rationale behind this was that time needed to be found to ease the timetabling problems at IVDC, which had become severe (there were up to 26 couples on the floor at once in some events (beginners only, I hasten to add)). This was not universally liked by the people at the IVDA GCM, so a counter proposal was put forward suggesting that the offbeat times be cut to save time. It was further thought that 1:45 was long enough to do a routine without too much trouble. The new proposal was passed (I think unanimously, though I don't have the minutes with me. It is possible that it has been passed straight into the constitution, though I don't remember.)
