Bear in mind that nebulas don't seem to affect TNG Federation ships the way they seemed to affect them at the time of ST:WoK. We have seen ships go into nebulas, and shields and sensors still work. At worst, sensors are still mildly disrupted, but not to the same extent as in TOS.

Also bear in mind that if the Nebula ship has a war pod, it has much more firepower than a Galaxy class. The warpod has something like 8 torpedo tubes, each of which has been shown to be capable of firing at least three torpedoes per salvo. That is of course in addition to it's standard integral weaponry (8 type X phasers and 2 torpedo launchers). If the pod launchers are the same as the internal launchers (capable of firing 10 torps per salvo), you could potentially have a torpedo salvo of 100 torpedoes! (Ouch!)

Even if they are only capable of three per salvo (as we have seen), you would still have 44 torpedoes per salvo! That's enough to take the starch out of anyone. :)

On the down side (for the Feds), the nebula would probably prevent long range torpedo fire.

I think that if its a war-Nebula, it will win easily. A standard Nebula will have its work cut out.
